กรมฝนหลวงฯ และองค์การอุตุนิยมวิทยาแห่งสาธารณรัฐประชาชนจีน สร้างเครือข่ายด้านการดัดแปรสภาพอากาศ เพื่อพัฒนาเทคโนโลยีสมัยใหม่ สำหรับการทำฝนหลวงที่มีประสิทธิภาพ แม่นยำ และรวดเร็ว

กรมฝนหลวงและการบินเกษตร กระทรวงเกษตรและสหกรณ์ แห่งราชอาณาจักรไทย และสถาบันอุตุนิยมวิทยาศาสตร์ (Chinese Academy of Meteorological Science: CAMS) ภายใต้สังกัดองค์การอุตุนิยมวิทยา แห่งสาธารณรัฐประชาชนจีน (China Meteorological Administration: CMA)  ลงนามข้อตกลงทางวิชาการด้านการดัดแปรสภาพอากาศ ผ่านการประชุมเสมือนจริง (Virtual Conference) เพื่อร่วมกันวิจัยและพัฒนาในการเพิ่มประสิทธิภาพการดัดแปรสภาพอากาศสำหรับการแก้ไขปัญหาสภาพอากาศที่แปรปรวน อันเป็นประโยชน์ต่อประชาชนของทั้งสองประเทศในอนาคต

วันที่ 9 กุมภาพันธ์ 2564 ดร.สุรสีห์ กิตติมณฑล อธิบดีกรมฝนหลวงและการบินเกษตร กระทรวงเกษตรและสหกรณ์ และ ดร. ต้วน อี้หง (Dr. DUAN Yihong) ผู้อำนวยการสถาบันอุตุนิยมวิทยาศาสตร์ องค์การอุตุนิยมวิทยาแห่งสาธารณรัฐประชาชนจีน ร่วมลงนามบันทึกข้อตกลงทางวิชาการด้านการดัดแปรสภาพอากาศ ผ่านการประชุมเสมือนจริง ซึ่งมีวัตถุประสงค์เพื่อแลกเปลี่ยนประสบการณ์การทำงาน เครื่องมือ เทคโนโลยี และบุคลากร รวมทั้งร่วมกันวิจัยในการเพิ่มประสิทธิภาพการดัดแปรสภาพอากาศ เพื่อบรรเทาความเสียหายจากภัยแล้งและภัยพิบัติทางธรรมชาติ และมีขอบเขตความร่วมมือด้วยการแลกเปลี่ยนความรู้ทางวิชาการและประสบการณ์ด้านการดัดแปรสภาพอากาศ การสร้างเสริมศักยภาพในรูปแบบการศึกษา ฝึกอบรมและวิจัยร่วมกัน ภายใต้กรอบระยะเวลาความร่วมมือ 4 ปี ตั้งแต่วันที่ 9 กุมภาพันธ์ 2564 ถึงวันที่ 8 กุมภาพันธ์ 2568

สำหรับความร่วมมือด้านการดัดแปรสภาพอากาศระหว่างประเทศไทยกับสาธารณรัฐประชาชนจีน เริ่มต้นในปี พ.ศ. 2561 เมื่อสถาบันอุตุนิยมวิทยาแห่งสาธารณรัฐประชาชนจีน ได้ส่งผู้แทนเข้าร่วมการประชุม ASEAN Workshop on Weather Modification 2018 ณ ประเทศไทย และเจ้าหน้าที่กรมฝนหลวงและการบินเกษตร เดินทางไปศึกษาดูงานด้านการทำฝน ณ สาธารณรัฐประชาชนจีน ซึ่งมีการปฏิบัติการทำฝนและยับยั้งพายุลูกเห็บโดยใช้อากาศยาน จรวด ปืนใหญ่ และการใช้ควันจากการเผาสารทำฝนจากภาคพื้นดิน (Ground-based generator) รวมทั้ง ในปี พ.ศ. 2562 กรมฝนหลวงและการบินเกษตรได้เชิญวิทยากรจากสถาบันอุตุนิยมวิทยา สาธารณรัฐประชาชนจีน มาถ่ายทอดความรู้ในการฝึกอบรมเชิงปฏิบัติการ ASEAN Training on Weather Modification 2019 ณ ประเทศไทย โดยทั้งสองฝ่ายตกลงจะดำเนินความร่วมมือและจัดทำร่างข้อตกลงทางวิชาการว่าด้วยการดัดแปรสภาพอากาศ (Cooperation Agreement) ซึ่งต่อมาได้ ผ่านความเห็นชอบของรัฐมนตรีว่าการกระทรวงเกษตรและสหกรณ์ และกระทรวงการต่างประเทศเป็นที่เรียบร้อยแล้ว

ดร.สุรสีห์ กิตติมณฑล อธิบดีกรมฝนหลวงและการบินเกษตร กล่าวทิ้งท้ายว่า การดำเนินความร่วมมือดังกล่าวเป็นไปตามแผนปฏิบัติการด้านการดัดแปรสภาพอากาศ ระยะ ๒๐ ปี ด้านที่ 2 การเพิ่มประสิทธิภาพการดัดแปรสภาพอากาศ โดยกรมฝนหลวงฯ จำเป็นต้องพัฒนาเทคโนโลยีทางเลือกอื่น ๆ (Alternative technology) เช่น การทำฝนโดยใช้จรวด และการพ่นสารจากพื้นสู่ก้อนเมฆ  มาช่วยเสริมการใช้เครื่องบินที่มีข้อจำกัด เพื่อพัฒนาองค์ความรู้และเทคโนโลยีให้ทันสมัย ทันต่อสถานการณ์ และการเปลี่ยนแปลงสภาพภูมิอากาศ อันนำไปสู่การบรรลุวิสัยทัศน์ในการเป็นองค์กรชั้นนำระดับโลกด้านการดัดแปรสภาพอากาศตามศาสตร์ฝนหลวงพระราชทานภายในปี 2580

Department of Royal Rainmaking and Agricultural Aviation joins hands with Chinese Academy of Meteorological Sciences to enhance weather modification technology.
 
The Department of Royal Rainmaking and Agricultural Aviation (DRRAA), Ministry of Agriculture and Cooperatives of the Kingdom of Thailand and the Chinese Academy of Meteorological Sciences (CAMS), China Meteorological Administration (CMA) of the People’s Republic of China signed the Cooperation Agreement on Weather Modification Technology, focusing on effectiveness enhancement of weather modification to overcome the impact of
the weather variation, in order to bring the well-being to the people of both countries.   
 
On 9 February 2021, via virtual ceremony, Dr. Surasri Kidtimonton, DRRAA Director-General and Dr. Duan Yihong, CAMS President, signed the Cooperation Agreement aiming at exchange of knowledge and experiences on weather modification as well as capacity building through training and joint research with the validity of 4 years (9 February 2021 – 8 February 2025).  
The collaboration on weather modification between Thailand and China started in 2018 when the representatives of CAMS attended the ASEAN Workshop on Weather Modification 2018 in Thailand, followed by a study visit of DRRAA representatives to China to observe weather modification for rain enhancement and hail suppression using aircraft, rockets and artilleries as well as ground-based generators.  Later, CAMS provided experts to transfer their knowledge in the ASEAN Training on Weather Modification 2019 in Thailand. These initiated the establishment of the cooperation agreement.  

Dr. Surasri Kidtimonton, DRRAA Director-General concluded that the cooperation implementation conforms to the 20-year weather modification operation plan. To accomplish our missions, it is essential to develop alternative technology such as the application of rocket and ground-based generator to supplement the aircraft limitation. This would result in weather modification knowledge development and advance technologies to achieve the vision to be the world’s leading organization of weather modification in accordance with Royal Rainmaking Technology, developed by His Majesty King Bhumibol Adulyadej The Great by 2037.
