กรมฝนหลวงฯ ร่วม MOU กับ อินโดนีเซีย พัฒนาเทคโนโลยีทางเลือกสำหรับป้องกันแก้ไขปัญหาภัยแล้ง และภัยพิบัติ ดับไฟป่า และสลายหมอกควัน
กรมฝนหลวงและการบินเกษตร กระทรวงเกษตรและสหกรณ์ และสำนักประเมินและประยุกต์การใช้เทคโนโลยี แห่งอินโดนีเซีย (Agency for the Assessment and Application of Technology : BPPT of Indonesia) ลงนามบันทึกความเข้าใจว่าด้วยความร่วมมือทางวิชาการด้านการดัดแปรสภาพอากาศ
ผ่านการประชุมเสมือนจริง (Virtual MOU Signing Ceremony) เพื่อร่วมกันวิจัย และพัฒนาในการเพิ่มประสิทธิภาพการดัดแปรสภาพอากาศสำหรับการแก้ไขปัญหาสภาพอากาศที่แปรปรวน อันเป็นการช่วยลดผลกระทบจากความรุนแรงของภัยพิบัติและลดปัญหาความเดือดร้อนของประชาชนอย่างยั่งยืน
วันที่ 17 มีนาคม 2564 ดร.สุรสีห์ กิตติมณฑล อธิบดีกรมฝนหลวงและการบินเกษตร กระทรวงเกษตรและสหกรณ์ และ ดร. ฮัมมาน รีซ่า (Dr. Hammam Riza) ประธานสำนักประเมินและประยุกต์การใช้เทคโนโลยีแห่งอินโดนีเซีย ร่วมลงนามบันทึกความเข้าใจว่าด้วยความร่วมมือทางวิชาการด้านการดัดแปรสภาพอากาศ ผ่านการประชุมเสมือนจริง ซึ่งมีวัตถุประสงค์เพื่อแลกเปลี่ยนความรู้ ประสบการณ์ และเทคนิคด้านการดัดแปรสภาพอากาศ รวมทั้งร่วมกันพัฒนาบุคลากรในการดำเนินงานวิจัย เพื่อบรรเทาความเสียหาย
จากภัยแล้งและภัยพิบัติทางธรรมชาติ ภายใต้กรอบระยะเวลาความร่วมมือ 3 ปี ตั้งแต่วันที่ 17 มีนาคม 2564 ถึงวันที่ 16 มีนาคม 2567 ดร. สุรสีห์ กิตติมณฑล อธิบดีกรมฝนหลวงและการบินเกษตร เปิดเผยว่า ความร่วมมือด้านการดัดแปรสภาพอากาศระหว่างประเทศไทยกับอินโดนีเซียเริ่มต้นในปี พ.ศ. 2519 เมื่ออินโดนีเซียขอรับการถ่ายทอดเทคโนโลยีฝนหลวง และได้ส่งนักวิทยาศาสตร์เข้าร่วมปฏิบัติงานในโครงการวิจัยทรัพยากรบรรยากาศประยุกต์ในประเทศไทย จนกระทั่งมีการจัดตั้งศูนย์วิจัยและพัฒนาเทคนิคการดัดแปรสภาพอากาศ (National Laboratory for Weather Modification Technology) ภายใต้หน่วยงาน BPPT ต่อมาทั้งสองฝ่าย ได้มีการแลกเปลี่ยนข้อมูลและประสบการณ์ด้านการดัดแปรสภาพอากาศ ภายใต้การประชุม ASEAN Workshop on Weather Modification 2018 และ ASEAN Training on Weather Modification 2019 ณ ประเทศไทย รวมทั้งการศึกษาดูงานแลกเปลี่ยนประสบการณ์ด้านการดัดแปรสภาพอากาศในประเทศอินโดนีเซีย ที่มีการปฏิบัติการทำฝนเพื่อเติมน้ำในเขื่อน ดับไฟป่า บรรเทาปัญหาหมอกควัน และเพิ่มความชุ่มชื้นในพื้นที่เกษตรและป่าพรุเช่นเดียวกับประเทศไทย โดยทั้งสองฝ่ายเล็งเห็นความสำคัญในการพัฒนาเทคโนโลยีด้านการดัดแปรสภาพอากาศด้วยเทคโนโลยีทางเลือกเพื่อแก้ไขความผันแปรของสภาพภูมิอากาศที่เป็นปัญหาความท้าทายและทวีความรุนแรงมากขึ้นในปัจจุบัน จึงตกลงจะดำเนินความร่วมมือและจัดทำร่างบันทึกความเข้าใจว่าด้วยความร่วมมือทางวิชาการด้านการดัดแปรสภาพอากาศ ที่ได้ผ่านความเห็นชอบของรัฐมนตรีว่าการกระทรวงเกษตรและสหกรณ์ และรัฐมนตรีว่าการกระทรวงการต่างประเทศ เรียบร้อยแล้ว
ดร.สุรสีห์ กิตติมณฑล กล่าวทิ้งท้ายว่า การดำเนินความร่วมมือดังกล่าวเป็นไปตามแผนปฏิบัติการด้านการดัดแปรสภาพอากาศ ระยะ ๒๐ ปี ด้านที่ 2 การเพิ่มประสิทธิภาพการดัดแปรสภาพอากาศ ด้วยการบูรณาการและสร้างเครือข่ายกับหน่วยงานทั้งในและต่างประเทศ เพื่อพัฒนาเทคโนโลยีทางเลือก เพื่อให้การปฏิบัติการด้านการดัดแปรสภาพอากาศบรรลุผลสำเร็จตามเป้าหมายที่กำหนดและเกิดประโยชน์สูงสุดแก่ประเทศชาติต่อไป

DRRAA establishes MOU with BPPT of Indonesia, to develop alternative technology for mitigating drought and natural disasters, and suppressing forest fire and smoke.
The Department of Royal Rainmaking and Agricultural Aviation (DRRAA), Ministry of Agriculture and Cooperatives of Thailand and the Agency for the Assessment and Application of Technology (BPPT) of Indonesia signed the MOU on Weather Modification Technology, focusing on effectiveness enhancement of weather modification, to cope with socio-economic losses, caused by the climate variation, and ultimately bring the well-being to the people of both countries
On 17 March 2021, via virtual ceremony, Dr. Surasri Kidtimonton, DRRAA Director-General and Dr. Hammam Riza, BPPT Chairman, signed the MOU aiming at exchange of knowledge and experiences on weather modification as well as capacity building for implementing joint research with the validity of 3 years (17 March 2021– 16 March 2024).
Dr. Surasri Kidtimonton, DRRAA Director-General stated that the collaboration on weather modification between Thailand and Indonesia started in 1976 when Indonesia requested Thailand for Royal Rainmaking technology transfer, then sent scientists to join the Applied Atmospheric Resources Research Program in Thailand, and later on established the National Laboratory for Weather Modification Technology under BPPT. Later, there was an exchange of information and experiences on weather modification of both countries in the ASEAN Workshop on Weather Modification 2018 and ASEAN Training 2019 in Thailand. Meanwhile, DRRAA representatives also made a study visit to Indonesia to observe weather modification for rain enhancement to reservoirs, cultivated areas and peat swamp forests,as well as suppress forest fire and smoke which is same as DRRAA mission. Realizing the importance of weather modification with alternative technology that both sides have been developed to get the most effective approach and best practices which could be applied for similar topography and climates to alleviate the major challenges of climate change in a long term, we agreed to establish cooperation MOU to deal with the impact of climate variation, in the year ahead.
Dr. Surasri Kidtimonton, concluded that the cooperation implementation conforms to the DRRAA 20-year weather modification operation plan in area of weather modification effectiveness enhancement by promoting both internal and international cooperation. This would result in weather modification knowledge development and best practices of technology to achieve the goals and utmost benefit to the nation.
